Proposed sub-decree banning advertising of tobacco, 03/09/10

Yesterday, Cambodia’s authorities from the Ministry of Health and the inter-ministerial committee for tobacco control were discussing on a proposed sub-decree banning advertising and promotion of tobacco products in the Kingdom of Cambodia. And the proposed sub-decree would be sent to the Council of Ministers soon.

Cambodia ratified the World Health Organization’s Framework Convention Tobacco Control in November 2005, which demands member statutes institute a comprehensive ban on all forms of tobacco advertising, promotion and sponsorship with five years of ratification.

Early this year, news footage of two-year-old Ardi Rizal puffing away in Indonesia, the world’s third largest tobacco-consuming nation, sparked global outrage. Much of the criticism was directed toward the boy’s father, who said he gave his son his first stick when he was only an 18-month old baby.

Ardi quickly became the face of his country’s struggle to regulate an industry that has made wanton smoking among its young people possible within a short span of 10 years. The Indonesian toddler’s smoking habit reportedly costs his parents roughly P260 per day, or P50 more than the daily minimum wage of a farmer in the Ilocos Region, the Philippines’ main tobacco-growing region.

Solons hit moves to impose 400% tax hike on cigarettes, 02/09/10

Opposition and administration congressmen on Thursday slammed proposals to impose a 400 percent increase on taxes imposed on cigarettes in a bid to encourage Filipinos to kick the smoking habit.

Congressmen cited a number of reasons in rejecting the proposal of the Department of Health and the Framework Convention on Tobacco Control Alliance Philippines (FCAP).

Smoking Indonesian baby quits, 03/09/10

REPORT: A two-year-old Indonesian boy who smoked about 40 cigarettes a day has kicked the habit after receiving intensive specialist care, a child welfare official said on Thursday.

Ardi Rizal shocked the world when a video of him drawing heavily on cigarettes appeared on the internet in May and drew attention to Indonesia's failure to regulate the tobacco industry.

"He has quit smoking and the most important thing is he doesn't ask for cigarettes any more," national commission for child protection secretary-general Arist Merdeka Sirait told AFP.
