BANGKOK - Tobacco multinational Philip Morris may have had good reason to send out victory smoke signals when Filipinos elected Benigno Aquino to be president in May. After all, he is a regular smoker who has said he will not quit the habit.

But the strong tobacco industry lobby in one of the region's most lucrative cigarette markets received a sharp indicator this month that Aquino's penchant for a puff "when under stress" would not get in the way of the Philippines joining the global trend to discourage the smoking habit.

Newly appointed Health Secretary Enrique Ona assured local anti-tobacco groups that the Health Department would be pushing for higher tobacco taxes, raising hopes for a tougher policy in a country of 94 million people that has among the lowest taxes and retail prices for tobacco products in Southeast Asia.

Official points out hidden health risks of e-cigarettes, 09/08/10

"When inhaled it will let out smoke with desired flavor, it's not dangerous and the LED light will lit up in red as if burning. It is just cool!"

Thus went the promotion for "Rokok Elektrik Surabaya" (Surabaya Electronic Cigarettes). The pamphlet in which these words are printed goes on to say that the cigarettes are simple, modern, environmentally friendly and do not contain tar or chemicals as most other tobacco products.

Officials, however, have warned the public to be wary of such advertisements because electronic cigarettes or "e-cigarettes" - sometimes also known as Electronic Nicotine Delivery System (ENDS) - are not as safe as they claim to be.

"They are not safe," Food and Drug Monitoring Agency (BPOM) Narcotics and Addictive Substances director Danardi Sosrosumihardjo said of e-cigarettes on Friday in Jakarta.

Regional alliance lauds Philippine health secretary on support for tobacco tax increases

The Southeast Asia Tobacco Control Alliance (SEATCA) welcomes the expressed willingness of new Philippine Health Secretary Enrique Ona to push for higher tobacco taxes, a move that, if carried through, would bring the Philippine policies in line with global commitments for curbing tobacco use.

 

SEATCA’s Philippine partners report that Dr. Ona, in a dialogue with health nongovernmental organizations last week, encouraged the advocates to push for tobacco taxes equivalent to as much as 10 US cents (or PHP4.50) per stick.

The World Health Organization Framework Convention on Tobacco Control, or WHO FCTC, to which the Philippines is a party, say that raising tobacco prices through tax increases “is an effective and important means of reducing tobacco consumption… particularly (among) young persons (Article 6).”
