Josephine Cabardo, Remonde's cousin who served as his secretary when he was station manager of dyLA, said they all knew that Remonde had a heart problem.

Anti-smoking advocates decry absence of graphic-images requirement

THE Health Ministry on Wednesday unveiled mandatory text-only cigarette warnings that all manufacturers and importers will need to include on packages sold in the Kingdom beginning in July, a regulation that has disappointed public health workers pushing for visual warnings, which are believed to be much more effective smoking deterrents.

The text-only warnings fall short of complying with recommendations outlined in the World Health Organisation’s Framework Convention on Tobacco Control (FCTC), to which Cambodia became a signatory in November 2005. Article 11 of the convention states that health warnings should cover at least 30 percent of all cigarette packages and advises the use of pictures – “preferably shocking ones”.

US giant distributed foreign cigarettes; DSI takes up case - The Nation January 20, 2010

American tobacco giant Philip Morris' legal troubles in the Kingdom appear to have deepened, with a Commerce Ministry probe having determined that the firm likely breached the Foreign Business Act (FBA), a senior ministry source said. The Department of Special investigation earlier accused the firm of understating the prices of its imported cigarettes in order to minimise tax payments.
 
More recently, the DSI asked the ministry's Business Development Department to investigate whether the company breached the FBA by distributing foreign-brand cigarettes, an activity beyond the scope of its agreement with the ministry.The ministry has already submitted the results of its investigation - which concluded that the firm had violated the act - to the DSI, which will conduct a more in-depth probe, the source said.

SITT MOU Signing in Cambodia

 The SEATCA-Southeast Asia Initiative on Tobacco Tax (SITT), formally signed a Memorandum of Understanding with its major partner in Cambodia, the WHO, last 14 January 2010 at the WHO Offices in Phnom Penh.  In photo is SEATCA Director, Ms. Bungon Ritthiphakdee and WHO-Cambodia Representative Dr. Pieter JM van Maaren.

The SITT is a major five-year initiative on tobacco tax in five Southeast Asian countries: Cambodia, Indonesia, Lao PDR, Philippines and Vietnam.  With funding from the Bill & Melinda Gates Foundation, SITT will provide policymakers with research-based evidence of the effectiveness of improved tobacco tax systems with higher rates and sustainable funding mechanisms for tobacco control.
