Regional alliance lauds Philippine health secretary on support for tobacco tax increases

The Southeast Asia Tobacco Control Alliance (SEATCA) welcomes the expressed willingness of new Philippine Health Secretary Enrique Ona to push for higher tobacco taxes, a move that, if carried through, would bring the Philippine policies in line with global commitments for curbing tobacco use.

 

SEATCA’s Philippine partners report that Dr. Ona, in a dialogue with health nongovernmental organizations last week, encouraged the advocates to push for tobacco taxes equivalent to as much as 10 US cents (or PHP4.50) per stick.

The World Health Organization Framework Convention on Tobacco Control, or WHO FCTC, to which the Philippines is a party, say that raising tobacco prices through tax increases “is an effective and important means of reducing tobacco consumption… particularly (among) young persons (Article 6).”

RP welcomes WTO ruling on Thai cigarette taxes, 8/08/10

GENEVA -- The Philippines has welcomed a ruling by the World Trade Organization on its complaint over Thai taxes on imported cigarettes, suggesting that Manila has won the dispute with its southeast Asian neighbor.

The case turns on "customs valuation" -- the value put by customs officials on imports which can differ from that declared by the importer, and is often a source of trade disputes.

Thai tobacco officials 'took B62m bribes', 8/08/10

Thailand Tobacco Monopoly officials have been accused of accepting bribes of over US$1.93 million (62 million baht) from US-based companies to ensure Brazilian-grown tobacco was sold locally, says the US Justice Department.

The accusations came after two American tobacco companies agreed on Friday to pay nearly US$30 million to settle charges that they bribed foreign officials to get lucrative overseas tobacco sales contracts.

Local officials could not be reached for comment yesterday.

Universal Corp of Richmond, Virginia, and Alliance One International of Morrisville, North Carolina, face civil and criminal charges from the Securities and Exchange Commission and the Justice Department.

Universal was accused of bribing officials in Thailand, Malawi and Mozambique, while Alliance One was accused of bribing officials in Thailand, China, Greece, Indonesia and Kyrgyzstan.

Alliance One pleaded guilty to three counts of conspiring to violate the US's Foreign Corrupt Practices Act (FCPA).

One million signatures for no-smoking campaign, 23 July 2010

More than 1.2 million signatures have been collected during a one-month No Smoking House campaign in Vietnam. The figure was released by the Vietnam Women’s Union (VWU) Central Committee and the Office of the World Health Organisation (WHO) in Vietnam at a meeting to sum up the campaign in Hanoi on July 22.
