Major accomplishments so far: •
Facilitation of rotating capacity building & policy workshops • Development of a network of local researchers, with ties to regional and global
experts • Co-funded, regional collaborative research program • Critical mass of on-the-ground activities to advance tobacco control
• Significant advances towards comprehensive tobacco control policy • Establishment of a three-year fellowship program for emerging advocates from
the region • Advancing tobacco control policy in the region on four major issues (namely
taxation, advertising ban, smoke free areas and health warnings) is the most
successful work of SEA Alliance.
Accomplishments on policy development by country are as follows: Vietnam
• Ministry of Finance’s announcement & intent on a uniform tax (approximately
10% - equal to luxury goods tax). Such an increase was not on the agenda prior to the Hanoi Workshop in March.
• A proposal on pictorial warnings to the Minister for Health
• Vietnam Sports Committee declared the 2003 SEA Games smokefree with a
ban on advertising, tobacco sales at sport venues and smoking by athletes. |
